I think that's the real point.  The notion of presidential override/preemption/priority is really a claim on priority access to the public's attention.  How it's implemented will vary across the various delivery systems.

It may also be worth noting that the FCC's recent Report and Order on the broadcast Emergency Alert System extended its must-carry provision for presidential messages to gubernatorial messages as well... although I don't believe the governors' messages were exempted from the two-minute duration limit, as presidential messages are.  The details of this is a matter of some conversation among broadcasters right now, as you can imagine.
