Yes I didn't completely describe the role urgency, severity, and certainty plays in multi-audience info segments before. I like the term "rule of primacy" as it could apply to filtering both multi-language and multi-audience alerts. Maybe we also need a glossary of CAP terms in addition to the FAQ.
So for example you have an alert with 3 info segments having 3 different responseTypes/instructions with the area blocks overlapping at some points(shelter in place immediately around incident, evacuate surrouding area, remainder of the county perhaps monitors broadcasts). For a person living in the spot that all 3 overlap, the info segment with the highest levels for urgency, severity, and certainty is the one that applies, the rule of primacy. So that person gets the "Shelter" instructions only and not the "Evacuate" and "Monitor" info segment instructions which might be confusing and contradicting. With single info alerts that person would get all 3 messages because this "rule of primacy" filtering can't apply.
