[CAP] Timezone Format

I wouldn't recommend deviating from the CAP spec, which in this case uses a subset of the ISO-8601 spec for date-time representation.  You might get away with it a few times, but sooner or later it would catch up with you.  Probably sooner.

Hi all,

In the CAP 1.1 spec the timezone offset is specifed as '-02:00'.
However OS's like Linux return the time zone offset as '-0200', with
no ':' (as specified in RFC 822). I'm enquiring whether a timezone
formatted as such would still be considered valid in CAP or if the ':'
tends to be strictly enforced?
