[CAP] OPEN311.org & SF TO OPEN CITYS 311 CALL CENTER TO APP DEVELOPERS

And why is this appropriate for posting to the CAP list? I did a 
search for CAP and for 'protocol' on the linked web site and saw 
nothing about CAP. What did I miss???
